Depending on the angle the preferred approach, the number of persons and their characteristics can vary.
DEFINITIONS ACCORDING TO THE POSITION OF INDIVIDUALS
The way we define a social problem depends on what is considered in a time and a given space as “normal” and what is a “social problem”. The definitions, designs therefore evolve over time as the dominant ideologies.
Before, we talked about vagabonds being considered offenders that were locked in prison.
Today, it has become homeless people considered as excluded that shall be reinstated through assistive devices.

DEFINITION IN GENERAL
The term “homeless”:
of who, during the three months before renting decent housing, has enjoyed no rights, real or personal, assuring him the occupancy of accommodation, nor did except exceptional or temporary, was hosted by people or institutions;
is the person who, on the eve of taking rent decent housing, enjoyed no right, real or personal, giving it the occupation of a dwelling and was hosted for psychological, medical or social issues by an institution;
of who, during the twelve months preceding the decision to rent a safe house, occupied a holiday residence located in a recreation area.
